Steps

First, with command circle, line and mirror create an object like shown below.

To form becomes as shown below use the Array command (polar array), by determining the midpoint and the objects to be in duplicate in polar as well as specify the number of objects that will be given.

Use the Trim command to cut parts that are not needed, then use the pedit command to form a polyline so that objects can be formed into 3D. And use the circle to make a circle in the middle.

Use the extrude command to transform 2D objects into 3D and use the Subtract command to create a hole in the middle (first select to gear and second select on the circle)
